I suggest going Enchancment Spec for leveling until atleast level 60 and then you can level with Enchancement or Elemental if you want to. I don't recommend going restoration untill either your 70 or plan on doing nothing but instances to level.

Enchancment till 60 or 70

Either take Stormstrike before dual wielding (You can use it with 2handers) or take dual wielding, dual wielding specialization and then Stormstrike. Once you have water shield and shamanistic rage you will have to drink very little if a all (Great grinding/farm build).

Elemental 60-70

This is what I currently use more or less, it is decent for both PvE (instances/raiding) as well as Arena 5v5 PvP.

Restoration 70

You can still Heal just fine. Shield Spec & Anticipation to help migrate any damage that does come your way and you have access to 2handers should you ever have to farm (otherwise its going to be a long day).
