There's a "tier" of loot that has boat-loads of "secondary" stats, and the tiers above and below it have almost none.
The reason for this is that Blizzard assumes that in the course of progression, a player will have access to lots of pieces at each "level" of post-70 gear. It's up to the player to decide which pieces will make the most effective combination.
The point is.... Blizzard set TBC end-game up so that you'll get a bunch of overlapping pieces and have to decide which combinations work best, based on the stats you need.
