IN cases such as myrid/commie being main healers innervate is required sometimes. Even with only 150 regen, 4x that means a "well geared" pali can heal for another 5 mins before potting. generally if I call for an inervate, it is desperately needed for the raid.
Generally IF I call for it, it is due to "A: being main healer on high king M" and if you think thats a wasted innervate... l2bandage spec the mt. "B: I've had to us LoH in an emergency and the lovely pot timer is still up" "C: I'm yer main healer, STFU and innervate me :P "
But seriously, Pali's don't normally need it. But if you enter a boss fight with an undergeared/inexperienced healer, then yes he/she may end up needed an innervate (in kara). IN 40 mans pallies only got innervates if they were the last ones standing, usually as we could FoL in a 40 man.
Having said that, in a 10-25 man a pali (especially if you are using 2+ in a 10, and 5+ in a 25man) has a completely different healing role, we're required to Bust out our 8k holy lights full rank when dealing with MT damage ratio's. (fight dependant of course, we all know pink could solo gruuls lair and only need 2 bandages) Use single target heals to heal multiple targets (thus having a druid/priest with hots saves the pali's mana for his real "pidgeon hole" of healing "MT/OT".
Innervate is entirely for saving the run, no different than LoH. And yes while that is generally used -ZOMG ONLY FOR TANKS- I've used it to save DPS, Our priest etc when I believed their mana/dps could contribute more to the raid.
Always choose whats best for the raid, not what some 1337 kiddie thinks.
That is if The pali is on one target and said target does not take huge DPS.
Again I call example to the lovely Gruuls lair fight the other night. I -Called- for an innervate and got it.
Why? He's just a dip**** pali right?
Because I was on the Main tank with ONE priest and the priest wasn't keeping up with mul's dps on zenndor, so I had to bust out huge heals and cut into my heal cycle drastically. I had to blow not 1 not 2 but 3 pot timers to keep zenn up (he really is not as good as some we've had >_<
Stereotypes do not work in healing.
The best target for an innervate? is the one that is going to make the MOST difference. If that is a priest, innervate him, if that is a druid innervate him, hell if it is the mage that can down him the last 1% innervate him... if it is a pali, stfu and innervate him :P
